According to a report by the Boston Business Journal, the Wu administration’s “net zero” requirement for new buildings has been approved by the Boston Zoning Commission. This comes after it was rejected last year. The measure states that all future real estate developments must have net zero carbon emissions upon opening or face penalties from their owners. The rule will go into effect for projects proposed to the city starting in July 2025.
While many developments will be subject to this mandate immediately, there are some exceptions. Life sciences labs have until 2035 and hospital buildings and manufacturing sites until 2045 to reach net zero status. This requirement applies only to buildings over 20,000 square feet or with at least 15 residential units and does not include renovations, small additions, or changes in building use.
In addition to this new mandate, there is also a building energy code that outlines high energy-efficiency standards for new construction as well as an ordinance requiring larger existing buildings to achieve net zero status by 2050 called the Building Emissions Reduction and Disclosure Ordinance. However, NAIOP Massachusetts has criticized this additional mandate as being excessive on top of other requirements already in place according to reports from the Business Journal.
