"Healey's Plan: $2.5B for Upgrades at State Universities"

Massachusetts Governor Maura Healey has put forth a new bill that aims to fund capital improvements at the UMass system, state universities, and community colleges over a 10-year period. The proposed legislation, known as the BRIGHT Act (An Act to Build Resilient Infrastructure to Generate Higher Education Transformation), would utilize $125 million in Fair Share revenues from fiscal year 2026 and is expected to generate approximately $2.5 billion in new borrowing for higher education infrastructure.

According to Gov. Healey’s office, these investments will play a crucial role in modernizing campuses by providing updated facilities such as labs, classrooms, and improved health facilities. Additionally, it is estimated that this bond bill will create around 15
