Aspirant Development, a subsidiary of Empire Group of Companies, is in the process of transforming an empty infill property located at the northern edge of downtown into a mixed-use development. The project, set to be constructed at 1500 N. Central Ave., will consist of a 25-story residential tower and a 2,500-square-foot art gallery along Central Avenue.
